The fuel pump will still make noise if it's dieing when you turn the key. EFI requires correct pressure to operate correctly. I would change your pump regardless of your problem. It's cheap and the stock pump is junk anyway. If it's not dead now, it will be soon. Change it.

If you have a volt meter you can check the tps to see if it is working. I had/have an idle surge problem and one of the ways i was told to get rid of it was to set the tps to .9 to 1 mV by grounding the black lead of the tester and measuring the green wire of the tps with the red lead. Maybe someone can back me up with those V readings. I know those are the numbers, just the decimals could be off. The way i set mine was ovaling out the screw holes allowing me to turn the tps on the throttle body. If you're interested i'll see if i can find the site again. It was dealing with setting your idle speed and such.

As for the fuel pump i know i had a problem with gunk in mine. It ran and would pump but never fully reach the pressure (35-40 psi) required to run the car. I dont recall black smoke but i sure remember 15 mph. There was about no response to the throttle at all when it was having it's trouble. Backfiring and everying. The schrader valve on the fuel rails coming up by the alternater is a valve you can measure the pressure with. They sell gages that you can leave on there all the time and when you add an adjustable fuel pressure regulator it makes for easy tuning. I installed a new pump and haven't had the trouble since. Good luck

I had a 69 302 mustang that wouldn't run, just like you described. I changed all sorts of stuff trying to figure out what was wrong. It turned out to be the valve timing. The timing chain was worn and had skippedONE tooth. It wouldn't run at any throttle setting except idle. I was young and inexperienced and had NO IDEA that this could be the problem. After many days of looking for the cause I pulled the timing cover and found the marks not aligned on the gears. With a new timing set installed it fired right up and ran perfect. Check those gears!

And it's a good idea to replace them anyway!
