Default loss of power under high rpms

My car seems to be losing power when i step on the gas really hard. It idles fine and will accelerate slowly quite well but when I step on the gas and it hits around 3500 rpm it is very jumpy as it continues higher and sometimes it will even cut back on me. there is also a slight rattle occasionally i have noticed when the rpms jump around or stutter. I have adjusted timing and replaced igntion coil i have all new plugs and wires not sure what else to check.

also it seems to be the worst during the morning after it gets warmed up it often will run fine.

Somewhere in the 30-40 degree range, I'm more concerned with whether it's stable or not.

do you think it could be a fuel pressure problem?

im not going to be able to use my friends timing light anytime soon so is there any other things i could check in the meantime?
also im pretty sure the timing is not going to be stable because the rpms are jumpy so it wont look stable. and also i dont always have this problem sometimes it will run just fine.
