If you have the stock 94/95 H-pipe a new will be a huge improvement. I had mine replaced, and was very pleased to say the least. I got a catted Catco H-pipe form Summit for ~$310 and had it installed at an exhaust shop for $130 in about a hour and a half. You could always go back and put on short tubes or eqaul lenth header and not have to change the new H-pipe.

i was thinking offroad h pipe (no emmisions) already have flowermasters welded on and later on going w/ some shorties and later on w/flowmaster catback.

Sounds good, but you probably wont gain anyhting with the cat-back if you already have the mufflers, (2 chambers?) I have some Delta Flow 40's welded in, no catback.

A catback will open up the exhaust a little more.. Stock tailpipes are only 2.25 in. and flows are 2.5 in....

I have an O/R X-pipe on mine, it's really easy to install yourself if you have access to tools. My dad and I are mechanics so I have about every tool imaginable, some don't have that luxury.

On the SN cars, the intake and exhaust are the two MOST restricted area's. (for the Fox's pretty much too) Changing the mid pipe will give you a lot more sound and performance than just changing the headers.
