Default emissions...couple questions

well my car is all stock except for the exhaust with no cats and im missing my smog pump .. but the engine is very clean only 32k .. do you guys think if i set the timing at 10 i could pass inspection like that in new york ...

also would it be worth it or pass if i put a new smog pump on there ?
wouldi feel a loss of power ?

what would i need to replace the smog pump ? are there any connectors i should look for ? i still have the charcoal cannister and the pipe running from the back of the heads but the pipe is capped .. do i need hoses ? thanks guys

For inspection do they really open your hood to check around? For emmisions don't they just hook up an engine diagnostic to check? Where I live if your check engine light isn't on you're fine. Plus in NH they only check the year 96 and up not that helps you I guess.

yes, having a smog pump will help you pass when they test the car...but if you can pass without it, why go through the hassle of putting it back on?
