nothing cures rust better than GETTING RID OF IT. grab a sander, grinder w/e u got and get after it. then after its all gone, primer over it a few times and thats really all u can do IMO. if u got all the oxidation off you should be fine.

Over the years I'v tried a few things, with varying success. First, wire brush as much it away as you can. The best thing I'v found is Extend. 2 coats of that and you're good for years. It's relativly inexpensive, and is easy to come by. Last time I bought a rattle can from Wally World for about $3.
In 1994 I was rebuilding my '66 Mustang. The battery tray area was pretty rusty. Even had a few pinholes. I cleaned it really well with a wire brush, and used 2 coats of Extend. Then I bombed on some Rustoleum black paint - no primer. When I sold the car a few months ago, that area still looked good. It held up well for 14 years.
Simple primer will hide it for a little while, but it will still be rusting under there. It will bubble up in no time.
