From the furtherest outward point not from the bend.
Do you need that dimension?

ok i got 48 1/2 down the middle and 45 3/8 on the side

if i just sit the hood on there with no latch on hinges it is off by about 1/2 inch

Then as you suspected your hood is shorter than a stock hood.

Your side dimension of 45 3/8" seem to be 3/4" longer than the stock hood and that will cause you problems.

would that put a gap between the hood and the cowl pannel if i push the hood up the cowl pannel the front of the hood dont line up with the bumper it will be to short

so it is the hood then not from when i cut the front end off then
