How do I fix my gas needle

Is there a way that I can fix my gas needle to show the correct amount of gas in my tank. A while back ago my dad owned my mustang and was installing some whiteface gauges and he removed the needles. I dont think he put them back right. Cause I can fill my car up for like $19.00 when it shows empty when gas is at $2.19 a gallon. Its a 94 Gt.

fill it up all the way and whereever the needle ends up if not on full reposition it to full.

yeah I did that but that doesn't seem to work. I've notice on other cars that when you fill it up, the needle actually goes pasted the full line so I was think that maybe this one is the same.
