New TPS. NEW problem help

The air bypass valve, and air diverter vavle are missing???? And there are no open hoses hanging around to plug them in to.
Car still has a high idle. When i drive the car and say take it to 3000rpm and shift the rpms do not drop they stay at 3000, untill i let the clutch out. The motor under load brings the rpms down. Does this in all gears and at any rpm i shift at. The throttle is closing and the TPS volts come down to a normal range when i let off the gas. But the rpms hang up. Would a bad IDLE air control vale do this? Or a cheap TPS? The only thing that bugs me is that if i do the idle re set the rpms dont come down with the IAC unplugged... HELP ME OUT GUYS>>> thanks
