Your lights will still come on if you don't have enough juice to crank. Take your battery to autozone or someone like that and they will tell you if it is bad. If it is good but needs a charge, they might even charge it for you. If it is not the battery, it could be the starter. Get a friend to sit in the car. Get under the car with a hammer. When you are ready to strike the case of the starter, have your friend turn and hold the key. That is when you give the starter a few good hard taps (on the metal case only!) This technique will break loose a 'stuck' starter. If the car then starts, drive to the store, buy a starter but leave your friend in the car with it idling. Drive home and install it.

Test the control circuit for the starter with a test light. If theres no power going from the ignition switch to the ignition switch terminal on the starter solenoid when the key is turned into the start position, then you need to track the wiring back to the neutral saftey switch then to the ignition switch.

Hows the starter solenoid ground?

Did you try to start it in neutral (if its Auto...)?

And +1 on testing the battery.

It can only be one of a couple of different things. Do what dreamer said and that's about all you can do for that as far as troubleshooting.

the battery checked out fine. I did also try and start it in neutral (its an auto) with no luck. so i guess that leaves the starter? its gotten really cold with high winds and snow so ill see what its looking like tomorrow (if its cleared up) and let you all know how it goes.

thanks guys

Dont ASSume its the Starter until you have checked the control circuit. Did you do a voltage drop on the feed and ground side of the starter? Do you have voltage drop accross both terminals of the battery when its cranked??
