if you want them to actually flash, then you need to create an animation (which i am not gonna try to explain here, lol) but go to the filter menu, render, lens flare. thats what makes the light look like they are on.

yeah animation time, to much to type out for me right now, but do a search on google for "photoshop animation tutorial" plenty of info out there. good part is you will really only need two layers and frames, lol.
