Cool Adobe Photoshop Question

Just a quick question. If I had Photoshop Elements and not Photoshop itself, would I be able to do quite a bit of sig. making like what you guys are doing? If so, I think I will get that for now because it's cheaper and I need all the money I can for my car 8P.

Yeah I used to have C2 and now I use Elements. It's more user friendly and only cost me $89 at Costco
