Default Photoshop Please

I tried the photoshop site and I can't figure it out. Therefore, if it's not too much trouble could someone make this SS stripe so that all of it, including the pin stripe comes down and stops at the top of the license plate frame? I don't like how the 1" pin stripes run down beside the plate frame. It looks out of place. The SS stripe is 14" wide, please make it like only 11" wide so it fits above the plate frame.

i thought SS stripes where wider then 14?
