with photoshop, have two layers (the car and the background). with the car layer as the top layer, place it at your 'starting point', then (without flattening the image) go to 'save as', select .jpg as the file type, and name is _____-1. then, go back to the layered image, and move the car layer to the next position; save as .jpg with the name _____-2. go back, move to the next position, save as .jpg with the name _____-3. repeat this process until you get the car layer to the final position.
now, open all of the .jpg files you just created, then copy and paste them in order into one file (numbering the files you made helps keep this process organized). so, _____-1 will be the bottom layer and _____-final# will be the top layer. finally, go to 'save for web' and select the 'animate' check box, the 'loop' check box, and adjust the timing if needed (the process for your version might be a little different than this, though). hit ok to save and you should be done.
if it helps, open the .gif i created into photoshop and you should be able to see the 'layered' version.
if something doesn't make sense or if you have any other questions, let me know and i'll see what i can do to help
