which photoshop program

is the best for doing this kind of stuff. I want to try out my car blue with a white top and white strips along the front bumper,hood, trunk,wing and with different wheels.

Photoshop Elements is the most simple version and it has 90% of the content that the full versions of Photoshop have and it's way cheaper.

GIMP is another photoediting program that is pretty powerful, plus it's free

...but i still think photoshop is the best
