Well if you plan on getting new bolts you could just get a grinding wheel and cut them off. I had to cut off 2 of mine, but I'm replacing all of mine with new bolts and nuts.

If you were to go that route I would try under the fender before trying on top since you might get the fender a little as well.

I've also taken a set of channel locks and grabbed ahold of the Washer/nut thing and been able to loosen them that way.

The bolts along the top by the engine bay or the ones in the door jamb?

well the bolts screw into the threaded clips, so I don't know how they could be just spinning unless the original hardware was replaced. Or the threads are damaged so when you try to undo it it slips and drops back in. If this is the case I would take a screwdriver under neath the bolt to put pressure upwards as you turn the bolt loose. This should help get it out.

But if your car still has some nice paint on it be careful with the screwdriver, I would put a towel underneath so as not to scratch

I get lots of them that spin, the clips or blind nuts break and it just spins. I end up cutting them off and replacing the clips or reworking the section at the bottom where the blind nuts go on some cars. I am really not looking forward to that on the GTO I am doing right now. You can really screw things up with a grinder or cut off wheel, so its best to take your time so you dont wreck a fender and have to replace it or do a bunch of welding on it to get it right again.

I bought what I thought was a running driving car in 2008. Mine is still in the shop torn down and still finding "little things". It's just the nature of these cars. Good luck with your project.
