What kind of skill and time is needed to adjust the valves for my 289?

I'd say it's not very complicated, but you need to know exactly what you have to do. Messing this up can be painful. Try to get some workshop manual, I'd adwise detroit iron for a good example.

If they're hydraulic, theres not much to it. Just be sure to get them tight, but you just have to do it when the valve is closed.

If they are hydraulic you need to rotate the engine untill the valve is off the cam lobe. Loosen the valve and then slowly tighten it as you kepp checking the clearance between the valve stem and rocker. As soon as they make contact with no play tighten another 3/4 of a turn. Repeat same proceedure 15 more times.
