It's pretty darn simple. On anything pre 1974, do what you want emission wise, but your exhaust noise level must stay under 95 decibals. So no open headers and glasspacks... well if you live in nowhere you can get away with it. I think they measure it a certain distance away and if it's too loud you get ticketed for violating noise ordinances. Besides, you can get such a nice growl without needing to be loud, mine is just right and scares corvette people downright silly but is really nice to drive with at cruising speed. That's for California though, and Cali is the strictist state you can go by. If it flies here it'll fly anywhere.

i have a question about my exhaust though. just today i took off the exhaust and what is left are the exhaust manifold going into one pipe. so basically open headers with one pipe even though it has a 289. my question is if i put one of the mufflers back on the tip of the single pipe would that be ok? i dont want any tickets.

Any muffler's better than no muffler for now. A 289 doesn't have as much bite as a bigger displacement engine but they can still get loud. You can probably get away driving it around depending on where you live but you dont want neighbors harassing you or anything. Now, if you like the sound of the open headers but want to be cool on the street, put in some header dumps when you finish your exhaust (maybe the fancy electric ones if you can afford them). That way you can open them bad boys up and let the exhaust flow free for show off points, then close them and be street legal by day.

For the most complete and accurate information, stop by a "Referee Station", and ask. They will give you the straight scoop on what you can and can not do. I will tell you the advice above is incorrect for California.

Good luck,

Check our this link for what the CA DMV has to say about smog inspection SMOG EXEMPTION. There are other laws realting to vehicle exhaust, search through State of CA website and you will find them all. It all boils down to this:
- No car made prior to 1975 will be required to have a smog ceck.
- Unless you violate the sound ordinance, law enforcement will never take a look at it a bring the finer points of the law down on you.
- Everyone has a social responsibility, especially in CA, to take reasonable measures to keep the air breathable. We don't want to give state lawmakers any reason to repeal the exemptions granted to us classic car owners, use common sense when building your exhaust.
