When you say it tries to turn back over and start itself, do you mean it is dieseling? Dieseling is when you shut your key of and and runs for a moment spitting, sputtering and maybe backfiring. This is usually a sign of you timing being off. I would say both of your problems are related to ignition timing.

if the carb is flooding while the engine is running, that has nothing to do with timing. that is pretty much caused by only 3 things. 1: floats that dont float- either have a hole in them or if styrofoam, they are saturated. if the carb is new, eliminate this possibility. 2: dirty needle/seats. the stupidest things can keep a needle and seat open, even a shred of aluminum from the carb if you knicked a thread installing the fuel line. do you have a good filter? 3: fuel pressure set too high. do you have a gage? carbs cant usually handle more than about 5 or 6 psi in stock form before the pressure overrides the needle/seat.
The carb being overly rich (flooding) will contribute to it running on aka dieseling. A good place to start with the timing is about 10* btdc
