Default Seat Operation/locking question

I recently purchase two seats, 84 vintage, for my 67 mustang. They operate very strangely, and I want to find out if this is "normal", or not.

The seats have a great deal of "play" between the normal "upright" position and another position about 15 degrees tilted forward. In order to get past this initial 15 degrees of "freeplay", I have to use the small lever at the back lower side of the seat. The lever at the side allows the seats to recline, and locks in the recline setting when released.

I would think that having this much "play" in the seat would pose a safety hazard... and I don't think it should be there.

I've taken the covers off the mechanism, and I don't see anything broken, or out of place, and it appears that this "play" is part of the design.

If anyone can provide information on how these seats are SUPPOSED to work, I'd sure appreciate it. If I understand correctly, these seats have been basically unchanged from 1982 through 1994. Dates are really not important though - more important is discovering how the seats operate when working AS DESIGNED.

If anyone can provide drawings for the seat reclining/locking mechanism, that would also be a real plus.

the part number tag on the mechanism reads "E3SB 6362648BF"
