Default 289 engine

Can anyone tell me a little more on this 289. It's in a 65 mustang coupe. The casting # on the block reads--- C4OE-6015C with a date code of 3L6.
I'm not sure if this is a HiPO and if it's originally from a mustang. My thoughts after a little research is thta it is a HiPO block but NOT from a mustang given the date code.

C= 1960 decade
4 =1964
O = Fairlane
E = engine engineering

3=1963
L = November
6 = 6th day of November

That is most likely a low compression D code 289 that was used in the 64 1/2 Mustangs. The Hipo K code engines did not come out until July of 64. So, you most likely do not have a K code engine.
