factory hood hinge mount?
Are you asking about replacing the inner fender? If so, I don't know. Without a larger picture of the inner fender, it's hard to tell even though there is evidence of some rust. Here's mine. Will that inner fender hold the spring, or do you think the inner fender is too weak?

Yeah, it looks like you still have a good inner fender that will hold the hinge. Do like 67ponycoupe suggested, and for that hole that doesn't have a nut welded to it, just weld a washer to a nut then weld the washer on the opposite side of the hole. Using some correct size grade 8 bolts and nuts and lock washers, you should be good to go. It would be interesting to know why those bolts were cut off with a cutting torch. If only cars could speak.

At first glance it looked like he wanted that hinge for another application, and cut it out. Now that you mention it, it does appear that the nuts were welded in. But, at any rate, how else would you repair it? You have to have a nut welded to the apron so you can bolt the hinge to the apron.
