just scuff with some 320 it up spray it with the etch primer or wash it down with the ospho prime, then topcoat
Rmodel gets my vote.. This will work, be sure to degrease it before you spray anything on it. Removing chrome with acid would take a LONG time and it would also thin the metal. You also dont want deep scratches in it that you have to fill with primer.

Glen would it really bother you that much to have some chrome under the hood? Its not a big deal and nobody will call the factory correct cops on you..

I used KleanStrip Bulldog Black Adhesion Promoter to paint some chrome a couple of months ago. It says that it will stick to all automotive surfaces, and it worked great on the chrome. If you want it to be a flat black just leave it as is, otherwise use it as a primer followed by whatever paint you like. The only prep I did was to scuff up the chrome a bit with a scotchbrite pad and make sure it was clean. I got the stuff at a local paint store, but I imagine they have a website as well if you can't find it at a local paint store. I don't think that you will find it at a Lowes, Home Depot, etc.though.

Scuffing is the key! Scuff, clean with some type of acid based metel prep, 2k, let dry, wet sand, then paint. Works for me.

Brake cleaner spray will do for that matter.
