Very few rules of the road laws apply in a parking lot. The owner would have had to file charges.
The stop signs are not ticket able. There just a sign that says stop. The speed limit signs are just a sign.
The red fire lane and the handy cap parking do apply. But that’s about it.

no applicable laws? They could write him tickets all day long for exhibition of speed and wreckless driving if they wanted to. parking lot or not.
Now when you get into accidents in a parking lot, there's where laws get a little grey. My buddy's 68 coupe got hit by some tard in a school parking lot way back when, and the police said unfortunately they could not file a police report because it was considered "private property".

Look at like this, If you owned 20 miles of land with a paved road on it and you went 150 mph on your land, could a cop give you a ticket?

Maybe laws are different where you come from, but privet property is privet property in Texas. I have run those stop signs and sped right next to a cop in a parking lot. I haven't turned donuts, but I never seen the need also.
