the best heads for a streetable 302 would be either
a) AFR 165's
b) Canfield 170's
c) Trick Flow Twisted Wedge
there is great debate between these three heads, all of them will give you a substantial boost in HP. if you want something more exotic for the WOW factor plus great HP gains, the aluminum cleveland heads and matching intake from CHI would be most excellent and you'd basically have a improved version of a BOSS 302

I do not think you are asking a complete or correct question yet.
You have to consider the whole package to get the greatest gains. You should start with intended use of the car, transmission and rear end gearing, and other modifications to the engine to determine the "best" heads. For example it does not make sense to use expensive high flow heads unless you have a matched cam and exhaust system. Then to get the most hp you need to spin the engine to high rpm which means you need a good crank, bearings, rods, pistons and rings.
About the time you're getting the most out of the engine you are over stressing the transmission and rear end.... The list goes on...
