I have a 65 fastback and convertible that need the gas tanks cleaned out. They both have been sitting for the last 10 years. Any suggestions on cleaning these out and what should I change or check before I try to run them. Tune up? etc etc 289 and 6 cyl

Problem is rust forms at the top of the tank that will flake off if not properly cleaned AND sealed. However, you can buy new tanks for about what a good cleaning and sealing will cost, check prices at your favorite Mustang parts place.
There is a decent chance the carbs have varnished over after sitting for 10 yrs, so rebuilding is in order.
Remove the spark plugs and try to turn the engine over by hand. If it's stuck pour about a table spoon of your favorite engine desticker oil (mine is Marvel Mystery Oil, any parts store) into each spark plug hole. Try to turn the engine over by hand again; if no joy wait a day and try again. Repeat daily until you can either turn the engine or give up and pull it for a rebuild.
When the engine can turn over, replace the plugs with fresh ones, properly gapped. Do the tune up, plug wires, cap, rotor and points and condensor. Set the static timing to the Ford spec.
Change the oil and filter, and flush and replace the antifreeze.
With an automatic transmission drain and replace the fluid, I think this requires dropping the pan.
Replace vacuum lines and anything else that looks rotted, belts, radiator and heater hoses, etc. While you have the upper radiator hose off go ahead and change the thermostat.
Go over all electrical wires that make the engine run, clean connections and hopefully test for resistance or a short. Charge up or replace the battery and make sure the battery cable connectors are clean.
Start the engine, adjust the idle, set the dwell and timing (remove and plug vacuum advance to the distributor).

BEFORE DRIVING - go over the brakes, replace/repair as needed. At least drain and replace the brake fluid.

change all fuilds and filters plugs and wires change the points in it rebuild or replace the carb replace or fix the brakes once you get ready to start it dont start it let it turn over a few times so you get oil pressure then fire it up

Amen to a new tank,,,when I got my stang it had (guessing) 1/2 inch of crap in the bottom, had it hot tanked ( acid bath) came out clean as a whitsle,,, cost was 85.00 later found new tank for 120.00,, inintally and for next couple years things were great but as I said a couple years later cost me twice as much cause of dead rust? and crud I couldn't see after the cleaning, filters getting plugged up , crud getting past filters and into carb, mpg dropping etc,,,,,understand if your in a budget crunch, but try and hang on for the the long haul thing if you can and go for new tank
