You have to drill those out. Use a bit that is roughly the same size as the rivet.

The pop-rivet should be a 3/16 inch dia aluminum body with an aluminum mandrel. Be careful when drilling it out so as not to enlarge the hole in the panel. Replace with one that is 7/16 long with a grip of 3/16 to 1/4 inch and a 3/8 head dia.

the only reason i need to take them out is to paint them, should i just paint them from the inside without removing them?

You'll likely get better results with less work if you remove them. The rivets are soft as Jim indicated and they'll each drill out in less than 5 seconds.

[edit] Make certain to reinstall with the aluminum, not steel rivets so you don't crack your panels!

Take them out to paint. No masking involved and no overspray.

You can replace with Aluminum rivets, but if you paint them the paint will eventually flake off. Paint doesn't like aluminum so they would need to be preped with an etching primer before painting. When I say eventually, I mean years if you don't mess with them. If they see a lot of traffic, it will be sooner rather than later. My .02.

Yeah, you don't want to be spraying around inside the car. Take them out. You can also use vinegar on the aluminum rivets so the paint will stick. It's amazing how many uses vinegar has.

The rivets are hidden. The factory didn't paint them and I certainly see no need to, but YMMV ...

Good info on the paint prep nonetheless.
