Default C4 Automatic Transmission problems

I cant get a C4 in a 66 stang to shift.
Here is the issue. I pulled the motor and hooked up a new engine to the C4 transmission. While the unit was out i cleaned it with some degreaser and a pressure washer. I also removed the bellhousing to blast it. That was all that was done to the c4 automatic. I then mated it to the new engine and dropped them both back into the car.
The other day i tried to roll the car and it wouldnt move. I Put the car in neutral and then went through every gear, but it is like it is stuck in park. I dropped the transmission pan to confirm that all of the linkage was in fact moving and not jammed. It all appears to be fine and moving correctly. The engine rotates freely by hand. I also removed the driveshaft and that did nothing to help resolve the problem.
So, my question is, what could be the problem? Do i need to start the car first to get the fluid moving before putting it in gear.

Thanks

Is it possible the emergency brake is not off?

Unfortunately that is not the problem. I took the driveshaft out just to make sure that something hadnt gone wrong with the brakes.

I havent started it yet-wouldnt i need to start it for the modulator to do its job. Sorry, but this is my first time working on a car with an automatic.
Should i try to start the car to see if it will fix things??

Are you saying you took out the driveshaft and you still can't roll the car? If so, something is jammed up in either the rearend or front suspension.

Not trying to be insulting or anything, but you have removed any wheel chocks you used, right?

there is a catch type of thing inside the tranny that locks the car from moving when put in park, maybe that is stuck in an engaged position?

Look at this shot of the inside of a C4; it shows a parking pawl that has to move ( the catch type of thing) in order to release the tranny out of gear.
