I am currently installing the tail panel on a 65b fastback. Someone else removed it along with the rear quarters by the tail lights. I replaaced the quarters and now ready for the tail panel. Does the tail panel over lap the quarters on the trunk side or outside? Does the tail lights cover the seam completely?

 

The tail light panel does go on the outside of the 1/4 panel. The seam will be pretty much cover up with the bottom of the 1/4 panel extensions and the tail light and bezel assembly.
