seat foam question

done the thick horseshoe metal wire (not the listing wire that slides into the vinyl)... get hog ringed to the frame first and then new seat foam is place on top of it and hogringed to it

or

does the thick horseshoe metal wire slip into the new seat foam into the indention seen here and then hog ringed to the frame?

i have seen pics and descriptions describing both ways

I don't know anything about a horseshoe shaped wire, but I just put the metal wires through the listing and put those through the indentations in the foam, trying to attach to the frame.
