how do i
clean and paint the inside of the cowl... I dont want an orange cowl witha blue car so what methods have you used to remove debris and then put a layer of paint inside there to remove the origional color?
ok with mine im going to use our cheap sandblaster and clean it out.
to paint it, you get a different tip for the paint gun and stick it in between the fins of the cowl and do the best you can.
or if you really want it good then you cut the cowl out, paint inside, and then replace what you cut out and then paint it again.

I'm sure that cowl is welded together, like all the other mustang cowls. The only access you have without taking the thing apart is through the little vent holes. You can either try to find something to reach down in there, clean it, vacuum the crud out, and either use a paint brush or spray, but I can see with spraying, drops of paint accumulating on the vents, and dripping down in the cowl and puddling up. Unless you invent a gadget that can redirect the spray past the vent holes and into the cowl.
Could you remove the drivers foot vent assembly and the heater core box and clean the area with a flexible Vacuumehose and maybe an air hose to blow out the C&AP. Then you probably could stick a spray can up through the cowl floorvent holesand try to fog the area to the desired color or even coat the inside with rubberized undercoating from both cowl vents and through the top of the vent with a can with a straw attached to it?

so this is what i did...
as i said previously 1. caught the car on fire that cleaned alot of it out
today I 2. cleaned out as much as i could from the vents under the dash
realizing that dried pineneedles and stuff floats I
3. plugged the drains on both sides.. filled with a gallon of water and pulled my towels out of the drains..... whoosh the debris just flew out of the car.... couple times with that and it looked pretty good
I let it dry and in the afternoon
4. sprayed with rustoleum rattle can from under the dash, covered the grill part with a towel. worked well but the range wasnt good enough, so i sprayed it with undercoating, its not perfect but i am not building a show car and if somebody is inspecting my cowl then, well something is kinda weird with them.
