Anyone installed retractable 3-pt. seat belts in the back seat? Have instructions that show the retractors installed on the rear package tray. But am not sure that is a safe option. Will the rear shelf hold up in a crash?

By the rear package tray do you mean the metal behind the back seat where you can install your speakers? If so I would say no way.

there was a site, i cant find it now (jr stangnet or something like that) that showed a pic that the retractor was bolted to the rear wheel well.
