Mechanical Fuel Pump '65 289 Troubleshooting

My bet is there is no eccentric installed. Unless you specified a manual fuel pump, they probably left it off. I am not sure why all engine builder do not install the eccentric even if you are running an electric pump. I do not know why it would hurt, but some do not b/c they assume you are using an electric pump.
