New cowl
I'm to the point in my cowl fix where I'm ready to weld the new upper cowl panel back on. I got a new upper cowl and it's coated with that black paint that the replacement parts seem to all be painted with. Anyway, do I need to paint the underside of this prior to welding it on or is the existing black paint good enough? If yes, is spray can paint good enough?
Also, I have replacement fenders to go on, and they are painted the same way. Will they be ok like this for a couple of years until I get the whole car painted. The car is garage kept and should never see rain, etc.

I am in the process of replacing both my upper and lower cowl panels. The black coating on there is just a primer and isn't worth much. I scuff sanded mine and sprayed them with self etching prime and base/ clear coat the color the car is going to be. Keep in mind you will never be able to access the inside of that again unless you redo all over again. I would not even consider Rattle can paint. Here is a pic of mine. The silver around the edges is weld thu primer.

Its a great idea to lay your own amount of protection to any replacment parts i say, i would scuff any surface then throw some paint on it, Also in the How-to feature in the above link, they say "For durability, it's a good idea to apply a bead of sealer around the water dams before welding the panels together. This will provide extra protection from the moisture collected by leaves, pine needles, and other trash."

After reading these it looks like it is a good idea to paint over the edp. With that said, I have a 66 and the only replacement is a 1 piece cowl. It is all welded together and I won't be able to access the inside. Am I stuck. I assume the edp is better that the original factory job with nothing on the inside??
Yes the edp is better than nothing. The only way to access the inside of the cowl is to separate the two pieces. I doubt you want to do that since this piece is new and welded. You will probably be ok leaving only the edp on there.
