Default Is it hot

My car never goes past the middle for temp. Usually stays a bit on the cold side. When the car is off after driving it gets hot while sitting. Today got home and it was dead in the middle of C and H. About 3-4 mins after I shut it off steam was coming from the rad. If I turn the car back on it goes all the way to hot and cools back down pretty quick. what gives?

Is it just heat soak as the water sits in the block once the motor is off and because it is not circulating it just heats up. When you start it up again the water recirculates and the fans cools it down. Just a though. Don't know why steam is coming out though unless your radiator cap is cactus
