A clear fuel filter is nice. You can see if there is trash in the fuel. It may be that your car needs a new gas tank. They are inexpensive and actually easy to change out. A crappy tank can really cause all kinds of headaches.

I have a clear filter just before the fuel pump and another filter just before the carb.

its not junk in the fuel line, the filter is clean and the fuel jets into the carb in a nice solid straight line. I'm assuming it is heat soak/ vapor lock. I'm not sure what to do now, I'll try the phenolic spacer although I dont know what that is or how it'll help.

it's a spacer that goes between the carburetor and the intake manifold. some people carv it out of wood or any other material which is heatresistant.
something like that:

what carb and what intake do you have? just need to find the matching one, and make sure its not too tall as otherwise the aircleaner will hit the bonnet
