Default timing

So i changed my timing from 16* advanced to 12* advanced. my car now flattens out at 5500RPM. While it was at 16* i could wind it up and it would still pull at 6200.
Are these related or am i chasing the wrong thing.

disconnect the vacuum advance and start reving the engine slowly. while you do that the ignition should advance (mechanical advance). See at what rpm it stops advancing.
If it doesn't advance at all check for the centrifugals in the distribnutor and springs

same thing. try that with the MSD. my buddy had an MSD distributor where the centrifugals were rusted to the plate. so no mech advance at all. and once it advanced it wouldn't go back anymore and crap like that.
Anyway fire it up check fro timing. you say you have 12 at the moment. slowly rev up until it stops advancing. make a not on how much it advanced and at what rpm it stopped advancing

before i send it, is there anything else that you need? I live right by a mustang shop and can throw anything that you might need into the box.
