fuel pump is not delivering adequate pressure and or volume.

Check fuel filter and replace. (looks like you may have covered that)

If problem continues replace fuel pump.

If you would like to test the fuel pump remove the fuel line from the carb and place it in a glass jar. Crank the engine over for maybe 2 or 3 seconds. There should be at least a cup of fuel in the jar and it should surge out rapidly. IF there is only a little fuel and is leaks out of the hose then if the fuel line is not obstructed the pump is bad.
