Legal requirements vary from state to state and if the stang is track only then its the track and league requirments that matter. However if its a daily driver then even if it isnt illegal to not have a horn its still a very very smart idea to have one. It was laying on the horn that kept me from being backed into in a parking lot when a fool didnt check behind him before backing up.

Shouldn't be an issue, well at least not in the traditional sense. We run multiple button on quick release wheels (in our offshore boats). If we could wire in buttons for the hydraulic pumps there is no reason you couldn't wire in a horn button.

The orginal Shelby's had a momentary button mounted to the underside of the steering column for the horn.
I dont know why its illegal to not have a horn, but if you use it, you can still get a ticket if wasnt a vlaid reason.

It's considered part of basic safety equipment. Horns, seat belts, head lights, tail lights, defroster etc. Whether it has to have one or not depends on the year.
That's why driving a car with a busted heater core or heater blower motor is illegal, because it disables the defroster for instance.
But, if you can figure out a way to wire the horn in somehow, then it should be a problem. And unlike other mods that could be considered unneeded, for those of us with longer legs trying to get in and out of our classics....we've probably ALL considered a quick release wheel.
