Is it worth it?
There's not enough info to make that call - anyone wanting $21000 for a classic that won't take the 2 minutes to post some information is questionable. Next, how much is restored and how much is original. Take a magnet and test for bondo. If it's a fresh properly done restore it may be worth it provided you have the rims melted down. The first scratch or ding and I'd start offering about half of the asking price and work from there.
I have seen two 69 verts in similar shape with asking prices of 15k on craiglist in the omaha area recently. So to me he isnt priced competively.
In my mind the 3 speed is a good thing cause to me that says its a good chance the car is relativly unmolested. I would guess it is an older restoration that was sold and the current owner has "different" taste in rims.
I would leave it alone for now and keep an eye out for the car to be relisted in the future for a lower price. If somebody buys it for the current price then good for them. If the asking price gets to about 15k take a look at it and see if the car is in a good condition to justify 15k asking.

its a buyers market out there and he is pricing on the high side.

obviously you will want it to make sure it is in great shape but even if it is you can probably get him down in this market.

Which is essentially what I was saying. Start with some basis and then factor in your area, condition of the vehicle, and economic factors. Not as many people looking to drop 22k on something that leaks in the rain and gets 10mpg as there was a few years ago.
