Default regulations for paneling

I know this is kind of off of the "mustang" topic but I saw a car the other day that didn't have anything around the engine (no engine compartment, just the frame and engine) but it was also street legal. I was wondering how you can have a street legal car like that. Do all cars have that possibility but nobody dose it or what are regulations for stuff like that? this looked like a really old car but I wasn't sure when or if they made it a law to have metal covering your engine.

I know of no law that says your engine has to be covered. Look at all the deuce coupes out there.
