Default 1971 c4 question

So, I got my c4 out of my car to be cleaned up, having less than 70,000 miles means that it'll go right back in after I get a beefer valve body!

My question is that when we pulled it out, we almost took the steering linkage with it because there was a metal arm bolted to a tab on the steering linkage that ran to the bottom part of the selector on the valve body. What is this and what is it for? It is directly connected to the same rotating piece that my kickdown bar and shifter linkage connect to. Sorry about the crappy pic, only had my cell phone with me.

It's the bar that's hanging down off the table.

Thanks guys!
