sanding rust

Default sanding rust

started some sanding and got it to bare metal but the areas that had rust are leaving remains, is this okay? or do i have to completely get rid of every trace?

Cut out the cancer about an inch from the rust.

well...its not going all the way through...like on the fender along the edge (right before the headlight socket)....its not very deep but after sanding it a while its still leaving little dark traces...i dont know if these are bad or not...if they are should i keep sanding?

I'd keep sanding, but where the metal is being sanded, the scratches usually look dark. So make sure it's rust.
Specially with that color your gonna see things that look like rust but acutally not...but if it were my project if I had any doubt I would cut it out.

Be sure to get a good metal prep on that after you're done sanding. You may also want to spray the sanded areas wioth one of those rust to primer converter sprays. I think it works chemically to stop the rusting process.
