It's hard to see what the brackets look like from your photo. If that is part of your floorboard then those brackets are probably there to route your emergency brake cable or fuel or brake line.

Exhaust hangers? Gas tank straps? Hard to tell what relation the photo is in. I'll bet gas tank straps.
