sorry, need to vent... i also hate hillbillies who use tin and pop rivits to try and patch floor pans!
anyways, can i cut out the floor boards in a coupe without weakining the shell?

Arrrghhhh, I hate also rust and you have bad frame rails. I have seen, been there and allmost done it so trust me. In my car somebody has done floor pan job allmost right way, but rails were bad. Buy new ones or do new ones. We did rails from 0.012" steel and now my car is very solid at that point. At Dallas Mustang new frame rail is $ 139,99 so not bad.
i would agree with the rest of you, that car may be worse off than just floor pans are concerened, hopefully the rust hasnt eaten thru or thats a whole different story, but if get that surface rust out of there, and protect it this time. no in fact cutting the floor will not weaken the car at all, the only cars you have to worry about is conv. I will say if those rails are bad though i will say its not structually safe at all

After you're done putting in new floorboards I think I'd weld some subframe connectors on that just in case.

Wow what a project. I would get down to the bare metal on the frame rails. Then you can decide whether to weld in more steel or go with new ones. I would not ignore them.
