I like to use Never Dull on exaust tips. It will remove the tar really easy. Also Mothers Chrome Polish will work great too.

I think the Neverdull is around $5-$6 and the Mothers is a little more. You can find either at Autozone or Walmart.

While it won't necessarily polish the chrome, some mineral spirits or gum turpentine should do the job of tar removal for about two bucks a quart at your local hardware store or paint center... it's good to have some around.

You should be able to find Chrome Polish for $3.99 or less, but if your tar build-up is excessive you'll still want to remove it first.

"Tarminator" by Stoner works great on tar.
You can use some WD-40 to help remove the tar.

As Jim D. stated too.
