Default Relieving fuel pressure

OK, tomorrow i'm planning on changing my fuel filter now that i have the correct tool to get the fittings apart, my question is what do i need to do to completely relieve the fuel pressure.... i have one of those haynes books and they say to unplug the inertia switch and start the car and in a couple of seconds is should cut off from lack of fuel... THEN the pressure will be relieved, however when i try, my car never shuts off, it keeps running, runs bad but keeps running, even if it doesn't shut off would it be enough pressure relief to work on it? i can't allow fuel to get all over the place cause if any tenant smells the fumes they'll prolly report me for working on my car in the parking lot... lol so anyway lemmie know what to do!
