I have found that using some Spray and Wipe (specifically Eagle One) works just fine. Spray it on, let it sit for a minute, wipe the bugs off.
I used that this past love bug season as well. Like they say, the best offense is a good defense. If you are doing a road trip, or their are love bugs in the air, got some wax at least on the parts that will hit them (bumper, mirrors, around windshield, headlights, windshield itself). It will just make it that much easier.

If you are struggling to remove bugs, that means your bumper is not properly sealed/waxed. Buy a good bug removal chemical such as Justin's at Obsessive Detail, plan on using it liberally with A LOT of elbow grease, and when you are done do a good 3 step Polish/Seal/Wax on your bumper (and probably your whole car for that matter) If your bumper is well waxed, the bugs will wipe right off in the normal washing process. Most of the bugs on my bumper come off with just the duster
