No you can't. Primer is peimer and paint is paint. Primer is only designed to act as a primer and hold the paint on after it. If you prime and just leave it you will get corrosion (rust/ iron oxide) and need to go through the whole processof sanding, preping and paintingagain.

If your doing it by your self and have no experience Idont think you would have any of the tools or supplies for a good job. The basic supplies are easy and cheep using spray cans/ spray bombs.

There are different kinds of primer, the 2 main ones are Self Etching (accidic) primer which is used on bare metal. Then there is Primer Surfacer which goes ontop of the etching primer, and is used to fill slight imperfections and is sandable.
As for the semigloss paint, pick whatever color you like and when you go to clear coat it. You can add some flattenting agent to give that matte look. It dulls the clear out and keeps it from being as shiny as it could be. I'd really hate to see you go the spray paint route, it would be best to buy the materials and have a shop spray it for you. You will save a ton of money by prepping it yourself, if all they have to do is mask and paint it.
