Clearcoat Overspray
I recently got my front bumper repainted due to a little accident involving someone scraping all the paint off the front of it. After I got it repainted, I noticed some spots further up my bumper. After washing the car, the spots did not go away. I'm pretty sure it's overspray from the clearcoat they put on. It's hard to see in this picture, but in person it's pretty visible.

Just use a claybar and it should come right off. You will need a claybar and a clay lube. Just spray plenty of lube on the surface and let the clay glide over the paint, there is no need to apply any pressure at all. This should fix your problem pretty easy. I carry and claybar with lube and you can also get them over the counter.
You should take it back to the shop that painted it, and have them clean it off. Then polish and detail it for free. And they should've taken that bumper off if they repained it, did they blend the hood/ fenders?
I don't think they blended the hood and fenders, but you can barely tell that the front bumper looks newer. I have trouble noticing the difference and I see it every day. I'll probably try to talk to the shop about cleaning it off for me.
Something very similar to this happened to me recently (clearcoat overspray from a fender re-clearing got onto my hood and headlight a bit), and I tried a Mother's clay bar, which didn't really do anything for me, so then I bought some Meguiar's Scratch X, and with a little bit of working, the Scratch X took the overspray right off.
So, since it's the least abrasive option, I would try the clay bar first, and if that does nothing for your problem, get some Scratch X and it should clean it up for you completely.
I also considered taking it back to my Ford dealer, but it seems every time they fix something, my Mustang comes home with a new problem it didn't have before, so I avoid that place whenever possible.
