any tips for solvent popping repairs?

Posted in the s197 section and then noticed there's a detailing section here...

I have an 05 redfire stang that I got used a few months ago with some bubbling paint along the hood lip, some the size of dimes and pennies. Some look like splattered paint (possibly dried with a strong blow dryer or heat gun?). I assume they're solvent pops. Some of the paint looks like it's about to flake. I poked at one on the underside of the hood and found some gritty/grainy white stuff. Is it filler? I plan to tackle this soon (once the weather isn't so humid and rainy). Planning to sand down, prime if I have to, apply coats, wet sand and rub compound to blend, and polish. Anything I'm missing (besides the clean, prep, and dry)? Should I just sand the entire lip or just do one pop at a time? Should I use any fillers or will primer do? I do plan to take my time. Thanks in advance.
